The Executive Director should develop written policies and procedures related to debit or credit cards. Specifically, the policies and procedures should detail: the issuance of credit or debit cards; activation and deactivation of credit or debit cards; authorized users; number of credit or debit card accounts and/or cardholders; approval processes for credit or debit card transactions; supporting documentation required for each transaction; the cardholder reconciliation processes; payment procedures; permissible charges; handling impermissible charges; incurring late fees/finance charges; and credit or debit card user agreement form.
